Where do you look for front-end developers for outsourcing?

For example, you are a small regional web studio, and at some point there is a lot of work. The full-time team cannot cope with the volume, it is not possible to quickly find specialists in the local market, and the work only increases.
Freelancing is the first thing that comes to mind. I tried it, out of 40 who responded, two applicants were selected according to the quality of work in the portfolio. The first one merged a few days later (nobly, having returned the advance), the second, with great difficulty and a big delay, passed the crooked layout (in the portfolio, of course, everything was beautiful).
As a result, this experience brought only great disappointments and the same loss of time. Perhaps we should continue further, but maybe there are some other options? So that there was less headache on the outsourced front-end, I gave the project and after the agreed time I got the result (on time and with high quality).
Please help and share your experience.

Look not only at the portfolio, but also come up with a test task, which will take a good layout designer 2 hours maximum. And if the candidate starts “I almost did it .. well, there’s a little bit left ... I’ll hand it over tomorrow or exactly the day after tomorrow”, then he doesn’t fit and apparently doesn’t even know how to google.
