Where can I find scientific articles for free distribution?

I am looking for a site that has scientific articles published under a Creative Commons Attribution (CC-BY) license - the goal is to download and use articles on the company's internal portal.
I found the site https://cyberleninka.ru , but their license agreement limits the use of their articles.

What is "their license agreement"? Both free works (and under CC BY) and non-free works (without a contract at all) are published there.
