Where can I find Russian-language documentation on GDI+?
Preferably not MSDN autotranslation. And more or less exhaustive

Well, I think more or less described here .
And in general, a lot of things are described and translated from msdn on rsdn.
The book "Delphi for .NET. Developer's Guide" has a couple of chapters on GDI+
