Is there a Python3 library to replace normal wallpapers with live ones for windows 10?

In Windows, there is no concept of "live wallpaper" (ps. earlier it was possible to install html instead of the desktop (in xp and earlier).
"Live wallpaper" is a constantly running program that is built into the desktop interface and displays what you need ( video or scene).
