Where can I find out for sure if a font is free?

Many sites write that fonts (font licenses) are free, but how can I check this? And can it be used on the web?

If you don't know what license a font has, go to its author's website and you are guaranteed to find the right answer. The creators of the font are often indicated in the name itself (PT - ParaType, PF - Parachute, ALS - ArtLebedevStudio, etc.), in general, Google will always tell you;)
You can also go to myfonts.com, almost all commercial (less often free) fonts are presented there. The price indicated means that the license is paid, but sometimes the font can have a discount of up to 100%.
100% free licenses have all fonts from here: www.fontsquirrel.com But you have to see if commercial use is allowed.
But the best way is still to read on the website of the author of a particular headset. If it is not on official sale, then only the creator has guaranteed correct information about the license.
