Where can I find a universal romanizer?

Hello.
I'm writing a small open source project and I needed something like a universal romanizer, which I'll use as CNC (Human-Like-URLs).
For example, everything is simple for Cyrillic, many implementations, for example

BEFORE:  Как сделать додекахедрон?
AFTER:  Kak sdelat' dodekahedron?

As I mentioned above, I'm doing an open source project, so the names can be in any language and that's the reason I want to find a universal romanizer.
Who can tell where to get a ready-made version or tell where such scripts are used.
Choices written in PHP, Python, JavaScript, Ruby, Perl are preferred.
