Where can I find a partner for the development of an almost finished IT project?

Good day!
A few years ago, I was hired as a programmer for a company that manufactures and installs systems for early detection of danger. Then they were just starting a new project, in fact, I participated in it. After working on it for about 9 months, I had an idea how to simplify the system, while making it more reliable, versatile and cheap in every sense (starting from the cost and ending with the cost of installation and maintenance). I expressed my idea to the chief, but he refused, since it would take a long time to develop.
A month later, I decided to make this system myself. The idea was so great that I devoted all my free time to it, and after a year and a half I completely quit my job, because I wanted to devote more time to the project (it already brought not much profit, well, at the same time I freelanced).
At the moment, three years have passed since the start of work on the project and for more than a year it has been my only source of income, which is now enough not to freelance (I'm not shy), but, to tell the truth, I would like more))).
The basis of my system is the X-Control Dispatcher program (now available under Windows, but I focused on assembly for other systems, such as Linux), on the basis of which you can make the same systems for early detection of danger, smart homes, automation systems, telemetry, monitoring etc.
It can interrogate any devices and sensors, even if this device has some kind of intricate way of exchanging data, then you can simply create an extension for it. At the same time, it can execute a given script (you can write scripts in JavaScript). The data will be displayed in the form specified by the user (image, text, etc.).
The program has a web interface with shared access by login and password. For each user, you can specify what will be available to him via WEB. The web interface at the same time completely repeats the widget panel.
The highlight of the program is its modularity and extensibility. Initially, the program may simply display data on a widget panel. It is necessary to poll the sensors via the serial port - we add the necessary module, there are also modules for working with the database, AT modem (you can send / receive SMS), speech recognition and synthesis, executing commands through the command line, key emulation, sound playback , HTTP requests, etc. And if you suddenly need some other possibility - you can simply write an extension.
In general, the possibilities are more than colossal))).
So far, I am receiving income from the project through the sale of modules that can work with the program, and I also managed to automate production at an enterprise that manufactures certain products. Well, there is also some small automation from time to time, where I set up the program, configure the modules and send everything ready to the customer.
Actually, the problem is that I'm doing the project alone and I just can't pull it any further.
I have a website (kibermaster[dot]net) with an average traffic of 130 people / day, there is a list of goods (4 pcs) that I sell. I didn’t particularly advertise anywhere, again, for the reason that I myself won’t pull it.
The site of the project itself is x-ctrl[dot]net. Yes, I know, bad design and informative, but I just don't have time for it. True, I am finalizing the program so often that much has already changed a lot from what is on the video (especially the WEB interface and editing widgets).
I am looking for a partner or partners who, together with me, will develop and monetize the project.
First of all, it is necessary to bring the project to the "final stage" - to correct the design, write documentation and design the site. Next, you need to discuss monetization options and deal with all legal aspects, certification, etc. (especially if it is a finished product, such as a system for early detection of danger, where there is especially a lot of paper work).
Personally, I don’t have design skills and I don’t like paperwork, so it’s so tight with documentation, website design and software))).
Also, we need a tester.
Here are some options for monetization:
1. Sale of modules.
2. The same systems for early detection of danger.
3. Smart houses.
4. Production automation system.
5. There is also an idea to sell the license for the program to other enterprises. You can often see how medium and small enterprises release rather primitive software for their own production, since it is too expensive for them to make better ones. You can offer them to use the X-Control Dispatcher, in which I provided the ability to set the name of the program, links to the manufacturer's website, etc., but under certain conditions so that they cannot simply download the program and install their data.
Perhaps you have other ideas.
In parallel, I was also developing a programmable controller "for ordinary people." It differs from others by a lower price, simplified setup and a very simple programming language (he also developed it himself). I haven’t finished it yet, but on what I have managed to implement 2 controllers in real systems, where they control the preparation of some mixture for the production of products.
Briefly about myself:
I am 23 years old, I live in Ukraine.
At school, he took first place at the MAN (he developed a school bell management system according to the schedule, etc., which included software and hardware). They even wrote about her in the newspaper "Zorya Poltava"))). I abandoned the tower, did not study for a year (I considered it not profitable for myself).
No kids. Although I live in Ukraine, I would like to develop the project outside of it, so I will gladly agree to move.

For the future, potential customers (and the boss at that time was him) should not be presented with an idea, but with the benefits of its implementation. Moreover, it is necessary to start with the benefits, and then move on to the details.
