I sat under Alexander II, the liberator; I sat under Alexander III, the peacemaker; I sat under Nicholas II, bloody; under Kerensky, hmm! I sat too! Under war communism, I did not sit: there was no work. But how I sat under the NEP, oh-oh-oh!
But seriously, you can hardly find a “reliable company”.

A normal director can be found in a normal office, and lured to an abnormal salary.

Soon on habré: “how to steal a million rubles and not get fired up?”, “why, after I became a carder, did the police come after me?” etc.

It is unlikely that such companies can be called reliable at all, they are always at a “low start”. I think it is worth consulting with an outsourcing company engaged in accounting services. They almost certainly have connections with such a company.
What city do you need?

Almost any company providing legal services offers "shelf firms". Based on the reviews for these companies, choose the one you like. And there you are already interested in what denominations they provide: adjustable / non-adjustable, ready for going to the bank / notaries, and other nuances.

I have never met a reliable company that provides such services. It turns out that a person needs to take responsibility for something for which, in fact, he does not take responsibility. If, nevertheless, there is a person who agrees to do this, then what guarantees will you have that this nominal (he is also official) irresponsible director will not cause trouble for the LLC?
In general, I don’t think that it’s even worth contacting the services of such companies, even if they exist, because this idea already reeks a kilometer away. It would be ideal to make all such directors one of their acquaintances.
If you meant (but didn’t clearly articulate) that you need someone to whom you can register an office, so that later, in which case, hang YOUR problems on its director, then I don’t envy such a director and I don’t think that such questions have a place in the hub generally.
