Is it not a violation of the law if on a "foreign" router (which looks on the Internet with a web interface and has a standard login and password to enter), raise the VPN and use it only for surfing the Internet? at the same time, do not interfere with the owner's data in any way, do not clog the channel, but only use it to access the Internet, knowing that the traffic of a "foreign" router is not paid for a certain amount (in other words, unlimited). It turns out that I do not cause any damage. I searched for information on the Internet, everything seems to be within the law, but perhaps there may be some pitfalls.

This is absolutely legal, of course with the permission of the owner. If without permission - then it is not legal!
You need to start by answering the question "Why do this?" A "foreign" network, and indeed VPNs, are used when they want to hide something from someone. So ask yourself - what and from whom do you want to hide in this way?
And keep in mind that problems can arise primarily from the owner of the router, and very non-illusory
