Who is responsible for the website?

Enterprise: Meat -packing plant
Turnover: more than 3,000,000 EUR
Programs and solutions: all our own, programs and server part are written by ourselves, plus a lot of servers with various services, etc.
Staff: 2 programmers, 2 administrators (technician), head of department
Computers: about 100 workstations (including remote ones)
A meeting was held at which the decision was made:
1. Servicing and solving problems related to the operation of the WEB site should be completely invested in the programmers, arguing that the process should be managed by one person. Those. any problem with the site, a programmer should be called to diagnose and resolve the issue on the spot (check the computer, find out the cause of the problem, etc.), although there are technicians. But the argument is that everything should be in the same hands and any process should have one owner.
Question: should a programmer be engaged in primary diagnostics of the user's computer, diagnostics of the site operation on the user's computer, or should the administrator (technician) be in the hands of the primary diagnostics?

@opium

This is a question for you, not for us, that is, only you fully know your situation and you are responsible for it, in fact, you simply do not want to do this work, from the point of view of the employer, you are shirking.
