Is the ID from VK personal data?

Good localtime!
The point here is, if I ask for a full name, then this is NOT personal data. If I ask for a phone number, then this is NOT personal data. And if I suddenly ask for a full name + phone number, then this is ALREADY personal data.
If I ask for the delivery address and "how to contact you", then this is kind of like NOT personal data. For the delivery address! = the address of work, residence, etc. Someone can order delivery in a cafe and ask to be called a bunny.
So, if I store an ID from a person's VK profile, is this personal data? With this ID, you can access a person's profile and see a photo, see a full name, it is possible to see a phone number and much more. That is, VKID allows you to match it with a specific person. But how does this relate to the fact that VKID is public information?
If I associate VKID with my own ID in the site/service authorization system, is this personal data?
If I use only VKID for authorization on the site/service?
If this VKID can be used to get statistics on the site / service (only for algorithms and admins, the stat is not public)?
If suddenly someone didn’t understand, by VKID I mean that part of the url that follows after vk.com/ and it doesn’t matter if there is an alphabetic part or standard VK numbers. But let the numbers be better, because if a person changes his url, then the id will still remain the same.

IMHO idis not personal data.
This is a pointer to data like full name + phone number that is not stored by you. If the user wants to change or hide his personal data, he will do it on VKontakte. Therefore, you do not have his personal data.
