Nowhere.
This is not a shared hosting where the host could monetize it with ads shown to your customers. (and on vps, this is impossible in principle, you can host anything there, in particular, where you don’t put ads, or don’t have external traffic from clients at all).
And not a small vps, which the hoster could consider as a test site, and hope for an influx of customers for paid services.
Especially on windows, and even more so, without identity verification.
Even paid hosting will be very difficult for you to find, under your other conditions.

Can you find a comp for free, connect to the Internet for free - without any ID documents? Power it with electricity for free?
That's when it's FREE.
