Where can I find a description of the working conditions of a programmer?

In our state, budgetary organization, the director was replaced, the new one organized work on the dismissal of a maximum of employees hired before his appointment. He invites new employees to the vacant positions, acquaintances to leadership positions. I successfully worked in this organization as a web-programmer for 2 years, respectively, in the IT department. In the summer of the outgoing year, we had a new leader - the man of the new director, who had previously worked in a bank and was involved in security (now everything will be secret and safe, not like before :)). Previously, we (workers of the department) sat in accordance with our duties, admins with enikeys, programmers with programmers. The new boss put us all in one pile. As a result, we are sitting in a room where the passage courtyard. Constant calls, visitors, bringing equipment in and out, funny jokes. In short, programming is absolutely impossible. Naturally, I told the manager about this, explaining that the programmer cannot work in such an environment, which means that another room is needed - where it is quiet. In response, he smiled at me and made it clear that I was deceiving him, since even the system administrator he brought in copes with his duties under these conditions.
Finally, the question is: are there any sources, ie. regulations or regulatory documents, or at least articles or books - but authoritative, where working conditions for a programmer are indicated so that I can argue my claims to working conditions.

Unfortunately, only change jobs. In a budgetary organization, you will not prove anything to anyone if you do not have connections from above.

Or just go to the authorities a cut above and explain that you can’t continue working like this. Either the exhaust will tend to 0 or you give your feet from there.
