Where can I draw my route on top of a big city map?

I need to draw up a travel route around the city where I will go (that is, with a marker on top of the maps, enter my route with fads where to stay). But this must be done in such a way that later it can be saved and opened later, and ideally, follow it. I would take a photo of the map and draw it in any editor, but the city is multi-million, that is, the option with a photo will not work. Can it really be possible to download a map in pdf and draw something on top? In what programs?
