Where can I download an assembler program, a debugger and a training book for them for Windows 7 32 bit based on Intel atom CPU450?

Where can I download an assembler program, a debugger and a training book for them for Windows 7 32 bit based on Intel atom CPU450? The problem is that apart from Yurov's book, nothing is found, and it was published in 2003. I would like a modern book from the very beginning and a translator for it, so that everything starts and works.

For the very basics, Yurov is perfect for you (And also Kulakov with Kalashnikov).
It makes no sense to study a specific CPU, you need to study the principles of the processor, pipeline, cache, instruction sets, and so on. It is very far from the basics, and there is no such book. Behind such subtleties or in datasheets, or in source codes of GCC with Linux. This should be done after you achieve a crystal clear understanding of everything that is written in Kulakov's textbook. Good luck.
And yes, it doesn't make much sense to learn x86 assembler if you don't plan on making OSes and compilers - no.
Nowadays there is a trend towards abstraction from hardware - the hardware workers are asking for a lot of greenbacks (and they are rightfully asking, I must say), and it turns out that it is cheaper to buy more powerful hardware and recruit five packs of junior javists than to pull out half a percent of productivity by the force of a team of bearded aces. So it goes.
