eshop.banner component is configured in the admin panel in Bitrix US

Banners are missing in the "small business" edition. You can see the difference in editions here
. But eshop.banner is a component that does not work on the basis of the banner module. Copy the component template to your site template, and edit as you need. All content of this banner is in its template.
