Where and where to change the path to start PostgreSQL?

After googling a little, I realized that the problem is on the way, but I still don’t understand how to fix it, below is the information from the terminal of the virtual machine on which I raise postgres

Is the server running locally and accepting

If installed from a package, then just sudo systemctl start postgresql.service
