Where and how to start selling a development team from scratch without a portfolio?
Foreword:
There is a certain idea and desire to start working remotely as part of a development team, let's call it to create a "company".
Since the experience of working remotely tends to zero, and especially as part of a team, questions naturally arose.
After spending some time looking for the necessary information on the Internet, I decided to ask around here, because maybe I'm not looking for exactly what I need.
About me:
Frontend, Team Lead experience, remote work experience not on stock exchanges, but as often happens there are projects under NDA and there is no portfolio, I never worked on a portfolio, usually I showed my skills when applying for a job.
Of course, I won't work "for a portfolio", for a penny either.
Team work:
There are no teams yet. I will pick up upon receipt of the order.
The team communicates with the customer through a link: a manager or a team leader.
I will be very glad to absolutely any advice on the topic, and especially answers to questions
Questions:
1. Register a team account on Upwork, or first make an account for yourself and fulfill orders for rating yourself? The first option is preferable, how is this possible without a portfolio?
2. How to provide services to the customer if there is no team yet? That is, I find an order and want to fulfill it, I can proceed and look for assistants at the same time. How is this usually explained to the client?
3. Where is the best place to look for long-term orders for a turnkey team? As far as I understand exchanges like Upwork, Freelancer is more geared towards small orders and individual performers. Maybe there are other options (there is no own site yet and will not be in the near future)?
4. When do you need to register a company? Is it possible to do without it at first

My situation is similar to yours, I do a bunch of projects, and the portfolio does not increase for similar circumstances, but improvements are noticeable, orders are more and more, prices are getting higher and higher. And all why, yes, because there is something valuable to tell people. And it works everywhere. Portfolio is not very important. It is important to convince the client of professionalism. In your case, you couldn’t even convince us, but they don’t ask us for money, what to say about those who owe you a bag of money is not known for what.
You have two options. The first is to stop playing director and go on the path of gaining experience in freelancing and portfolio. There, the portfolio will be rubbed and the team will gather.
Option two, take a loan of a couple of million and hire a team, agree that their work will show off in your company's portfolio, faster, but drawn and costly

No, you can't provide a team work service if you don't have a team.
A normal customer will first find out what kind of team you have, and at this moment you will either have to say that you don’t have it and you want to start assembling it on order, simultaneously sawing something on your own (and now come up with a reason why the customer needs it).
Or lie with three boxes - this is a direct path to hell.
M-Marketing. You want to make a certain product-service and start selling it. And you are a developer, team leader and all that. So first, learn a new specialty. And yes, there is everything on upwork. The question is can you get it.
If you want to work in white - then before you take the first order. On the first transfer of money, you will have questions. If in black - then whatever you want, good luck with this.
