Upwork - connection problem with Svyaz-Bank?

My account has been blocked by the Upwork administration:

Financial transactions for Your-Awesome-Name-And-Surname have been limited. Please check your email for additional information or contact customer support.

I linked to PayPal and Payoneer - it did not help. I'm trying to link a local bank (I live in Russia) - https://www.sviaz-bank.ru/ .
As a result, I get this picture -
The link leads to the US Government website, subsection - Sanctions ( https://www.treasury.gov/resource-center/sanctions... ).
I called the technical support of Sviaz-Bank - they answered me that - no, we are not under sanctions! But the result - on the face!
Tell me how can I get out of this situation? Get a card from another bank? Have experience?

Opened the site. It is written that the bank is part of the VEB group. And she was sanctioned.
