Hello! Dell inspirion 15 laptop, worked fine before changing provider (not sure if this is directly related).
Previously, the provider was Online, the Internet was distributed through xiaomi mi mini, PROMETHEUS firmware. After changing the provider to RiNet, when you turn on the laptop, the Wi-Fi is very hard tupit, there is no speed. If you turn it off and on back, then everything works ok. This problem is only with the laptop, other devices work fine.
Of course, you can write a script that will restart Wi-Fi, but I would like to get to the bottom of the problem.
How can you diagnose what the problem is? If it can be done without connecting to other networks at known speeds, that would be cool.

1) Reinstall the drivers on Wifi
2) Disable all programs in autorun (especially torrent)
3) Try to disable the antivirus if installed.
4) Disable Firewall.
If after that it did not work normally, Demolish Windows, reinstalling it with the program settings and personal parameters takes a maximum of 2 hours.
