When you try to run an executable file from the System 32 folder from the START prompt, an access restriction error occurs on Windows Server 2019. Example on picture - an attempt to start changing environment variables. If you follow the path and run the file, it runs without problems. Such a situation with everything, I can’t even remove anything through the removal of programs (and a third-party utility succeeds). At what point this happened, I can not understand. I made the entire folder and attached files the owner of the current account, but nothing has changed. The user is an administrator and has been added to all admin user groups. Tell me where to look.

Probably uac, but making the user the owner on system32 is not a very good idea.
