When you connect one monitor, the other one turns off, or does not turn on at all?

, in general, I have one problem and I ask you to help me solve it.
I searched the internet but didn't find anything.
I have a computer with 3 graphics cards. they have the parameter "Number of monitors connected at the same time" = 3, that is, on these video cards you can connect a total of 9 monitors, without any problems.
As for monitors, I have 11 and all are good, and I want to connect 9 pieces.

and the problem is this:
1) I can barely connect only 6-7 more of it, the fact is that when I connect all 9, then 3-4 of them are black in the "screen settings".
2) for example, I connected two monitors on the first video card, and I connect the third one, the following happens: one of the monitors goes out and this one turns on, or it is shown as a black screen in the "screen settings".
these black monitors do not expand and they write an error saying that it is impossible to save nicknames.
because of these problems, I can't connect all 9 monitors. I've been trying for several days now, tried everything that came to mind, even reinstalled Windows several times with all monitors turned on and not.

nevertheless, I think that the problem lies in the program, because when I connect all the monitors and only a few are turned on, I can turn off one of the ones that are turned on and only then turn on 1 of which did not turn on
please help me figure this out.
