When the computer shuts down, only the monitor turns off, does the computer itself continue to work indefinitely?
I replaced the disk, reinstalled Windows and it doesn’t turn off. Windows is not licensed 8.1, but it was not licensed before. I reinstalled it again and nothing changes.

1. Reset the BIOS settings to default (preferably with a battery) - in order to eliminate the ACPI glitch
2. If p.1. did not help, then most likely you had a problem with the hardware. It can be both from the side of the PSU and the mother, but in any case, this problem is due to the PS_ON signal.
put "360 total security" - free antivirus - there is optimization and everything will turn off
Maybe the contacts shorted out, there was the same problem, it was decided by changing the power supply
