Which server model to choose for DHCP and NTP?

Out of habit, I raise an NTP server on every Linux host, it takes one minute

sudo systemctl disable systemd-timesyncd
sudo apt install ntp

Just "why not", the host's resources eat up (conditionally) 0.0001%.
The DHCP server also eats up very few resources, this is an easy task even for soapbox routers, so the question of choosing a server also sounds funny. Simply added to any server that performs some other task. You can move it to a virtual machine - for reasons of quick migration of a VM to another host, when necessary. And even in this case, you can perfectly do without a virtual machine. But in the order of enthusiasm, you can use a virtual machine :)
3. depending on what you call a "document server", specify. If the usual "file dump" (aka "file server"), then you can pick up a ready-made iron NAS. If you want a real server, any one is also good.
Depending on the budget, such things are assembled on the basis of a PC that is morally obsolete and no longer suits the user - in this case, the budget is spent only on new disks. For 20-50 users, this option should be enough. The speed is mainly determined by two bottlenecks - the speed of disks (more precisely, the disk subsystem) and the speed of the network.

You can buy \ remake a cool piece of iron for virtual machines. Take some Supermicro SYS-6028R-C1 for $6t Install ESXi there, and fill it with at least 10, at least 40 virtual servers. This is more profitable than keeping a piece of iron for every case. For example, you can put AD with DHCP there, a file server, a mailer, a 1C server, an asterisk, and something else. In the same place, you can conveniently solve the problem of backing up and transferring servers from one piece of hardware to another
