When installing Ubuntu server black screen, blinking cursor - how to install?

Hello!
I'm trying to install from a bootable flash drive Ubuntu Server 18.04.3 LTS.
But it's always the same: after loading the BIOS and selecting the flash drive as bootable, the Ubuntu background (and at the bottom of the logo) for a while (if you don't press anything), and then a black screen and a blinking cursor in the upper left corner.
At the same time, the flash drive indicator blinks a little and that's it.
It reacts to the "ctrl" key, allows you to select the language, parameters (but if you press the installation again, a black screen and a blinking cursor)
I tried to include "nomodeset" - no change.
Recorded installation flash drives via UNetbootin, Rufus (turned on and off the checkbox "fix for old bios"), UltraISO current versions.
I tried different flash drives: volumes and manufacturers, formatted in FAT, FAT32, NTFS (including third-party programs).
I checked the checksums of the image and bad blocks of flash drives.
I checked the memory, the disk was Victoria (just in case, the disk itself was replaced).
Tried only on a regular RAM - no change.
Recorded through dd and through Rufus with dd settings.
I tried installing from a flash drive on another machine - everything is installed without problems, but not on this one.
The BIOS is old, there is no way to update (in the absence of a newer one)
In the BIOS, I changed the SATA mode to AHCI and vice versa.
Proc: Intel Atom 230 (1.6 GHz)
Memory: DDR2 2GB with one stick and something else soldered on the motherboard (like a gig).
Drive: SSD WD Green 120G
Chipset SIS672 + SIS968
Video Sis Mirage 3
Tried Windu - installed without problems.
Please tell me how to fix the problem or at least understand what is wrong?

The problem was solved by installing 19.10 with nomodeset enabled.
The truth was scolded for something, but while googled the installation itself went further.

Most likely the x64 installer - and the percent only supports x32.
Try the 32bit installer. For example, the same ubuntu 16
