When I connect another disk from another Ubuntu computer to another Ubuntu computer, will the files be available?

We have a half-dead Ubuntu, barely turning on, and with some kind of bugs, it has lost 1 disk, I want to install a new disk and install a new Ubuntu, and I want to connect working disks from the old Ubuntu, when I connect, there will be problems (I mean what will happen to the rights? will these files be available to me?) ?

By installing a new system, you will have full sudo rights. This implies full rights to any locally connected hardware. Those. there is no problem to mount the filesystems of the old drive. Further, on a mounted file system, you can change the owner (sudo chown -R ...) and/or change permissions (sudo chmod -R ...) via sudo.
For the sake of universality of the answer, I will mention another option. Depending on the situation, you can not change the owner and access rights, but create a user in the new system with the same User ID, Group ID as in the old system.
And by default, the first user will be created with the same UID as the first user in the old system. Those. with a high probability you won’t even have to correct anything, right after mounting you will get the necessary rights.
