When electricity is supplied to the PSU, the coolers just start working and the whole screen is dark?

It's just that the coolers start working, the screen itself remains black? What could it be?

1. Replace the PSU with another one and check?
2. Check the problematic PSU on another PC, will the problem repeat itself?
