When are clicks counted in Yandex Direct?

Hello, today I added a site to Direct, tell me from what moment do clicks start counting? Only after Yandex receives a letter with an agreement and my signature, or earlier? If yes, how long does the whole process approximately take? At the moment, I received approval and I sent screenshots of the documents. The block with ads is installed and working, but for some reason only one, the others do not work or should I remove it yet?
