When a request is made to the server, the server is restarted. OS problem?

hp proliant server. 2 xenon processors at 2.6 Hz and 12 MB cache, and 1-hdd 2 TB. Also RAM 2 x 4 GB.
OS cost windows server 2019.
The server is used to store movies online cinema.
But, when more than 5 films are viewed at the same time, that is, 6 or 8, the server restarts. I also installed Apache on Windows, but the problem did not disappear. Could there be a problem with the OS?

You open the EventViewer and see which events with the Error type preceded the server reboot.
Windows Resource Monitor - in real time.

Apparently your piece of iron is 10 years old, no less. most likely the problem is in it.
There can be 2 typical problems - overheating or power drawdown.
overheating usually happens in the logs of the motherboard. food - no.
to begin with - prevention - i.e. cleaning, visual inspection, replacement of paste (if any) replacement of fans (especially if they crunch). possible replacement of electrolytes.
