Adding a new input language to all win server users?

There is Windows Server 2019 Standard. outside the domain. There are users. Everyone (both new and future) needs to add another input language. I use a proven solution:

Add via GUI and then everything will be OK

Run the registry monitor (it seems to have been in Rusinovich's utilities) and add the necessary layouts on a clean machine. Understand where he writes layout options.
