What would be the cheapest option to purchase a device with a garage band?

I wanted to buy a device with a garage band working program (respectively, ipad). But there is no money for new models, and even a new 3-year-old ipad air 2 costs about 450 bucks. And if the iPads are fresh, then they don’t cost much less. What to do? Do you know how well the garage band works on old iPads?
