What Windows licenses are needed for a dedicated server and terminals?

Help, I can't figure it out.
We buy a dedicated server. It will spin 1C and MS Office.
2 users will work, each needs its own virtual computer.

Did I understand correctly what you need to buy for Microsoft Windows Server 2019 Essentials.
And Windows Server User CAL to create a terminal per user.

When determining the server configuration, you need to build on the needs and features of 1C and its specific configuration. Therefore, the real advice is to entrust all this to a 1C nickname who will implement 1C.
And so, in the Essentials edition there is no RDS, so the terminal disappears. (You won't buy Standard for 16 cores + RDS CAL for this, right?)
To work in the terminal, you need RDS CAL, not Server CAL.
Server CALs are needed for file services, printing, AD, and a few more.
