What will the increase in the key rate lead to?

I apologize that the topic is completely non-computer, but there are no services for answering questions on the Internet.
Question on the news:
"On the night of December 15-16, the Board of Directors of the Bank of Russia decided to raise the key rate immediately by 6.5 percentage points - up to 17% per annum"
What does this mean in terms of interest on deposits: they can rise to 17 % (need to open a deposit) or vice versa decrease (run to change dollars)?
I just don't understand the connection between the key rate and the refinancing rate (it's purely paper).
