What wifi router to take to distribute the Internet from a SIM card and powered by 5V?

The bottom line is that you need a device that you can take with you anywhere and, if necessary, receive Wifi Internet on various devices. As I see the characteristics of this device for myself:
1. Support for Russian SIM cards (in case of buying a router abroad)
2. Power supply from 5V (there is a good portable battery, I will receive current from it on the road or with an adapter from a socket)
3. Ability to connect at least would be 3 client computers for distributing the Internet and support for creating a local network among them
4. Price up to 2-3 thousand rubles

I would advise Mikrotik, there is RB951G-2HnD near the house, but it is now a little expensive. Surely there is a model also with a USB port, turning on the modem through it is not a tricky business. Advantages - a full-fledged operating system, which can be configured without any problems for any needs, the budget version of Cisco. I can't even name the cons.
