For example, I will give the design of a toaster. That is, it satisfies the majority. And let's take the design of mail.ru at the beginning of the 21st century, would it attract you now? Probably not. So something has changed in tastes. But what exactly? I would like to know, both abstractly and literally, what kind of design is currently "in trend"? Why is he trending? Maybe he has buttons with a shadow, maybe they have interesting fonts. Maybe some kind of effect, or maybe something else.

Web design, like any other field, is evolving. Now the main principle that professional web designers and interface designers are guided by is to remove everything superfluous. On most quality sites, you will see only the right information and the right accents, where there are no flash watches, a banner with an exchange rate, a news strip running along the edge of the site, occupying a quarter of the page and displaying news as much as a year ago. I agree with you that everyone has different tastes. If we take the design, then it should be understandable to the user. Those. I would think for what audience the site is for (if it is for young people), then I would add more colors, add effects (parallax, for example) and beautiful fonts.
(if for a more mature generation) it would be simpler and the simpler the better.
Therefore, I would pay more attention to the audience for which the site is intended.
The design should not be intrusive, but dynamic.

IMHO, a site should not chase technology when it is no longer user friendly. In particular, it is advisable to think not about a narrow circle of people with broadband Internet, but also about those who can connect via (Oh, horror!) GPRS / EDGE. For such, choosing any bad advice from here will turn into a desire to quickly close the page. I say this because I know perfectly well what it's like to wait until some kind of background image is loaded, which is not only not optimized, but also spreads randomly at different screen resolutions.
Transparent buttons? Skip loading the background image and make the button with a white outline and white text. The user will curse you and all your relatives to the seventh generation. And now let's add some mandatory certificate and a LOT of flash, java and animations! Necessarily! The bigger, the better. Well, you understand...
No, I'm not calling for a design to be spartan, but the page should look good on both the small screen and the big one (of course, you don't need to mock it too much), it should be light, but informative and logical to manage .
Just look for a design where you yourself would be comfortable being.
