On which of the USRPs is the SMS Advertising System created?
Is OpenBTS better suited for such solutions?

As a rule - on U210. However, N210 is also possible, but it's your design...
In both cases, you need an external time source, such as GPSDO - the built-in accuracy of the generator is not enough for real work.
I would generally look at UmTRX, and perhaps bladeRF will suit you, you didn’t describe the technical specification
In real life - OsmoBTS is better than OpenBTS
