Is it possible to implement automatic processing of typical requests by phone without extra effort?

Is there currently an implementation of an automatic system that would allow for the processing of typical requests transmitted over a telephone line?
1) a call comes
in 2) a telephone signal is processed by a system for recognizing typical commands (for example, a client announces the desired date and time for an appointment with a doctor)
3) the command is converted into text and processed
4) a search is performed, if the time is not busy, a voice response is synthesized stating on what date and time the recording was
made. If there are no ready-made open source systems of this type, then from what components it could be assembled with not too much time.
