How to organize telephony in the UAE?
Task:
The company opened an office in the UAE. In fact, there is no one in the office, only a legal address.
It is required to organize the system so that there is a local number for incoming / outgoing calls, which forwards to a phone in Moscow.
It is legally prohibited to use SIP telephony in the UAE except for two operators (du and Etisalat). It costs at least 15K rubles a month. I would like to save.
There is an option to buy a fixed number (3K) and set up call forwarding to a mobile phone with a Russian SIM card and roaming (5K). It costs twice as much, but the reliability is much less.
What other options are there?

Buy a GSM gateway, for example Yeastar TG200, insert a SIM card there and forward the route to your grid in the tunnel.
Raise VPN, hide traffic type in https if you are afraid of fines.
You can connect to a Russian virtual PBX so that everything is in the cloud and redirect to the mobile network or SIP network of the organization
