What is better sdd? - so it loses its speed over time, I guess the best option would be a hard drive with ssd cache memory? there are options???

You can divide the page into three parts, 3 6 3, put a flex container in col-md-3 with the column position, and set the alignment in the containers, for example, to the left for 1 and 3, to the right for 2. Well, or absolute positioning to help.

Of course, I took the icons with font-awesome and the text is standard lorem ipsum and the dude in the center with yandex pictures and it is understood that all this will be yours.
Up to 500px there are no problems at all, and then I could not figure out what and how it should look like : codepen/topicstarter/ pen/preview/

This is not a task statement. The question is what exactly will be on it, how many users and what will be required from it.

contrary, it is ssd that does not lose speed over time.

There are none. There are just hard drives with cache, and there is a set of "hard drive + ssd"
And for God's sake, check your grammar when you write.

SSDs have problems when working with RAID controllers and performance depends on the degree of filling. A disk with an SSD cache is the worst option, its performance is unpredictable.
IMHO, it's better to install 15k HDD for the time being, when installing an SSD, you will have to take into account a large number of nuances.

And there are also PCI hard drives SSD or generally on RAM.
