In this case, it's just SVG.
Everything is simple here: draw (search) an SVG map of the region you need, deliver (if there are none) the centers of the regions with separate paths, so that later on js you can find the coordinates and "attach" the so-called pin to them.
Well, you already stuff anything into it, any scenarios.
