What tools are there for layout without using Adobe Photoshop?

There is a layout in PSD format (with layers). As a developer, I see no reason to buy myself Adobe Photoshop (7500₽/year), since I won't use it even 30%.
Are there any tools for viewing, slicing and optimizing images for subsequent HTML layout, or should I put up with these costs?

Actually there is a slightly different solution.
The designer gives me a PNG (sometimes several, for example, additionally with indications of sizes and font names) of a full page + SVG/PNG/JPG of sliced ​​page components, so I don’t need Photoshop in principle, but to correct something already in PNG/JPG on extreme case, I myself can in GIMP.
This is how we live, it turns out great, many thanks to the designer for this :)

Use Photoshop Portable if you're afraid of being exposed to pirates. Put it on a flash drive and your PC is officially clean. Buying Photoshop is like buying Winrar, you don't need it at all)
