What tool / CMS to choose to create an analogue of docdoc.ru, doc.ua?
There is a site with approximately the same structure of materials /clack-clack/ (so far only a template), which will repeat the functionality of the above examples, but much simpler. With the help of which tool or cms (I'm considering Drupal, but I still doubt it) is it better to implement the possibility of registering a doctor, accepting applications from the population and letting the manager process both the second and the first ones normally? I thought of writing my own system, but I'm afraid that there is a closer solution.

This is not the first time I am convinced that sites are more complicated than a business card site on a CMS, it is better not to start. Yes, the start and setup is quick, and then the torment begins - the search for plug-ins, attaching crutches, since it is more expensive to change something in the core. The result is a hard-to-support monster. And all these manipulations will take no less time than development on the framework. And then support when, half of which is for you, like a Chinese letter.
It's easier and better to write your own, in any modern programming language for the web, using a framework. For example:
1) Python-Django, Flask
2) Ruby - RoR
3) php - Yii2, Laravel.
Personally, I prefer Django.
And cms, IMHO, except for 100 dollar business cards, it's better not to use it at all.
