What to use to store text with formulas, images and code listings?

There is one institute P. It has a database of exam questions. The base is huge. All questions, as well as answers, are stored as rtf. The task was set from above - to change the format for storing this data, since rtf is simply terribly inconvenient.
So I want to ask you for help with the idea.
1) What markup should I use so that everything is displayed without problems both on paper and on the html old page?
2) Is it possible to convert rtf to it without losing the structure?
