What to use for a blog with a rubricator and sections?

Need advice on how to independently create a blog that can be developed into a thematic content resource. Need:

  • the ability to display posts non-chronologically, in order of updating, so that the old post, when changed, rises to the top of the feed and is sent to RSS as a new one;
  • rubricator with separate sections;
  • displaying posts not only as a feed, but, say, setting up the main one as an online magazine, with different blocks;
  • convenient export/backup of text archive.

Desired minimum: a blog with two feeds, chronological and updates, and export of all texts.

A separate engine is desirable that can be deployed, uploaded to the hosting and attached to it a domain without being able to do anything)

Or a blog platform that gives such a degree of control to the user (you can attach a domain, set up headings, output not only as a feed) and not from Russia .
