What to do so that svchost does not eat traffic?

The svchost process eats the entire Internet, sites are not loaded. Virus or not, I don’t know, restarting the laptop seems to help sometimes. Went into the firewall added a rule to block incoming traffic for this process, zero changes. Can some program block it or do something else ??

First, check for viruses. It would be nice from LiveCD.

look at what is inside this particular svchost - in the task manager on the processes tab, add the process code column, then run https://svchostviewer.codeplex.com/ and see what application is running in a particular svchost, usually these are only system services, but a virus can start its own a copy under the guise of a service.
if it's still not a virus, but a system service - right-click on the svchost process, go to services, and stop the services running in this svchost.
after that, read the windows error log and fix the problem, or just reinstall the system.
