What to do if you are cheated by PF?

A user comes in with IE 8.0 with a resolution of 800 by 600, sits for 20-30 seconds, then refreshes the page and then sits again for 20-30 seconds, and so on 30 times a day, and comes from the Moscow region on the request "website promotion Chelyabinsk"
PF cheat is available, IP always different.
Question! WHAT TO DO!? What kind of [email protected] figures do me such a disservice!
Tell me who faced similar problems. I re-read all sorts of forums, who says how, who says - "forget it" who - "Wait for sanctions." I wrote in support of Yandex, but I think there will be no sense in this, what will they do?

If we are talking about a behavioral factor, then, it seems to me, everything is simple.
1. To track the behavioral factor on the client, you need to execute javascript on it or do something at all :) so that the client's performance characteristics fall into the log. Executing the code on a bot is very labor-intensive, plus this is traffic, at least I have never come across bots that would work with javascript (ddos once a quarter, approximately)

Once I myself encountered a similar heresy, a bunch of links were affixed to the project from shitty sites with anchors like penis enlargement, vulva contraction, and so on. It didn't affect the ranking of the site at all.
It seems to me that these transitions are connected with some kind of software that collects information on requests from ps, there was definitely such a feature in the semonitor, scored requests - got sites from the issuance.

1. The site is 2.5 months old
2. There are natural links, but 30 percent are purchased on exchanges.
3. The site is actively promoted (I write articles, constantly tweak the structure and all that)
4. The theme of the site is just the creation of sites and PROMOTION
in an easy way, you might think: “Yeah, the guys slapped the site and decided to deceive everyone here ... Ban!” =(
