Does it make sense to wrap service links in noindex\nofollow?

Good day.
On one of the sites I came across a design of the following type:

<noindex>
   <a href="?pp=24" rel="nofollow">24</a>
</noindex>

I myself have never wrapped such links before (which, in fact, only add get-parameters, like, in this case, the number of elements on the page) in noindex \ nofollow. Does this make sense, or will search engines not create duplicates, for example, for a variant of a page with 24 elements on it and 48 elements, respectively? The site is old, and there probably was a meaning before, but is it relevant today?

In general, it is better to remake such things on ajax without any links, search engines have long ignored such instructions.
