What to do if Windows 8 does not start?

This is the problem I tried to solve but didn't work.
A friend disabled all autorun items through CCleaner. and now when you restart or start the laptop, it has a black screen and Windows simply does not boot. I can’t give a more detailed description, because my friend’s laptop is not mine. I can say that Windows 8, and that's it. In safe mode, he could not enter the BIOS, he told me so at least.

So you haven't done anything yet? Perhaps your friend simply does not know how to enter safe mode (you don’t need to go into the BIOS in this case). On many models of laptops with a pre-installed system, there is a recovery mode (in fact, the OS will be reinstalled, with all the consequences like "pictures are gone"), how to start it, you need to look in the documentation.
In general, it is strange that this can be cut down in autoload so that the system does not boot?
