What if Windows 10 is ONLY running in safe mode?

When you turn on a PC with Windows 10 Enterprise LTSB 2015, the Windows 10 logo appears and under it the download wheel spins endlessly. When you reboot with the reset button, everything is exactly the same. If you hold the power button for 15 seconds, but the PC will turn off, and after turning it on again, the words will appear: preparing for automatic recovery, and then computer diagnostics. Later, a window appears that the computer did not start correctly and prompts you to choose: restart or additional options.

When choosing advanced options, you can turn on safe mode and in Safe mode with command line support, the PC starts up fine, but there is no Internet and there is no sense in this mode. At the same time, all programs work.
In safe mode with support for network drivers, the system also does not start!

Tell me, please, what could be the matter, what to do and how to solve the problem ?!

See what programs you have recently installed. Often this happens because of the antivirus, try removing it.
You can also try System Restore.

Make a backup of everything you need.
See the system log for errors. Perhaps some error will lead you to the reason for this behavior.
Demolish recently installed apps/drivers. Judging by the fact that the system does not boot in safe mode with network support, the reason may be in the crooked network adapter drivers. But not necessarily.
If nothing helps, reinstall Windows.
I would not spend a lot of time searching for the cause and restoring performance, tk. not the fact that it will be possible to bring Windows out of coma. Set aside 2-3 hours for these events, if there is no progress, reinstall without hesitation.

Hello.
Make a backup of the necessary files. And through the safe mode, start the system restore, i.e. rollback to a recent system state. If that doesn't work, try updating Windows.
If this does not help, the best thing for you is to reinstall Windows.
