What to do if Windows 10 restarts during the initial user setup?

(This question was asked on the toaster, but was not resolved)
I tried to change the user's data storage disk using the method indicated on OSZONE www.oszone.net/27689/windows_10_relocate_users_folder , created a relocate.xml file with parameters, on the command line I launched this command %windir% \system32\sysprep\sysprep.exe /oobe /reboot /unattend:d:\relocate.xml sysprep and after rebooting the computer asks to set up the language and other delights of the initial setup, and in the end, after the next click, it goes to reboot and everything over again .... tell me how to cure?
There is access to the command line. In regedit in profileList, the values on drive D are. User folders really moved (understood through cmd, all data was saved)
UPD. Enable safe mode in msconfig. Now, at startup, it says that Windows cannot complete the installation process while working in safe mode ... Now the campaign will not start at all ...

Check where the registry key points to: HKLM\SOFTWARE\Microsoft\Windows NT\CurrentVersion\ProfileList ProfilesDirectory.
The path specified in this key must exist. The rights to the directory specified in this key must be similar to the rights to c:\Users, including inheritance and owner rules.
You can also delete (rename) the registry subkey that describes the user profile. These subkeys are located right there (HKLM\SOFTWARE\Microsoft\Windows NT\CurrentVersion\ProfileList) and have a name equal to the user's SID. Just add "BAK." at the beginning of the SID, for example. or something else. In this case, Windows will not find a description of the location of the user profile and will try to create it for a new one along the path specified in the ProfilesDirectory parameter. Of course, this path should not contain the profile of this user (if it exists, rename/delete the directory with the profile).
After creating a profile using a new path, transfer the data from the old profile to manual.
Do not change the paths specified in the parameters: ProgramData, Default, Public. If you have already changed, then return the previous values.
PS: Ever since WinXP, I've been migrating profiles by manually editing the ProfilesDirectory parameter, manually creating a new profiles directory (along with the rights to the directory) and renaming the name of the section describing the existing user profile. So far the flight is normal.
But, as far as I know, there is some glitch in the Win10 1809 update when installing the update on Windows with migrated profiles. I myself have not encountered this, but I saw messages on the internet about this.
Looks like Microsoft should have fixed it. I still have 1803 - it seems that they still haven't fixed it.
